Jack Rubin is an Economist at X-Caliber Rural Capital, where he is responsible for conducting economic research and financial modeling to support USDA-backed and other financing solutions that advance rural development nationwide. His current focus includes economic analysis and financial structuring under the Water and Waste Disposal (WEP) program and supporting hybrid capital strategies such as Rural PACE X, which combines conventional construction capital with C-PACE.

Mr. Rubin also supports borrowers in the hospitality sector through the USDA Business & Industry (B&I) program, where he analyzes borrower financial statements, evaluates project feasibility, and assesses economic and credit risk factors. He manages communications between key lending partners, ensuring seamless collaboration across teams and the achievement of milestones, while providing economic analysis to support underwriting and portfolio performance. He also plays an active role in coordinating loan syndications for XRC and its affiliate, XRA LLC.

Prior to joining X-Caliber, Mr. Rubin worked in acquisitions at United Properties of Canada, where he was involved in sourcing, underwriting, and executing commercial real estate transactions, including financial modeling, market analysis, and economic valuation. He holds a Master of Science in Real Estate Finance and Investment from New York University and a Bachelor of Arts in Economics from the University of Miami.
