Jordan Blanchard is Executive Manager and Co-Founder of X-Caliber affiliate company, X-Caliber Rural Capital. In this role, he manages and leads the day-to-day and strategic business operations for the firm’s comprehensive platform of General USDA, Solar and Wind, and Bioenergy lending verticals. He is also responsible for new business and partner development, government relations, and capital markets disciplines and serves on the company’s loan committee.
Mr. Blanchard has more than thirty-five years of banking and commercial lending experience with a specialized, deep expertise in government guaranteed loan programs -specifically USDA OneRD loan programs, the SBA 7a, and 504 loan programs.
Prior to launching X-Caliber Rural Capital, Mr. Blanchard served as Head of Energy & Infrastructure (E&I) Lending at Live Oak Bank, a publicly traded subsidiary of Live Oak Bancshares, where he developed and launched the E&I group in 2015. The following year, Live Oak became the largest USDA Rural Energy for America Program lender in the nation. Mr. Blanchard went on to expand the USDA department to facilitate funding for all four USDA commercial loan programs: Business & Industry, Community Facilities, and Water & Environmental, and Rural Energy Programs. Live Oak Bank was recognized as the nation’s largest USDA commercial lender by volume in FY 2019 and 2020.
Earlier in his career, Mr. Blanchard founded his own firm to facilitate lender sales of SBA 504 first mortgages under the American Recovery & Reinvestment Act’s First Mortgage Lien Pool program. Soon thereafter, he co-founded the Equalize Community Development Fund which purchases SBA 504 first-lien loans from bank and non-bank 504 first-lien lenders to provide CRA credit to local, regional, and national banks.
Prior to owning his own business, Mr. Blanchard worked for CDC Direct Capital (CDC), a subsidiary of CDC Small Business Finance, the largest SBA 504 second-lien lender. While at CDC, Mr. Blanchard was the lead for the development of the Morgan Stanley/CDC Direct Capital 504 wholesale first mortgage loan purchase program. Mr. Blanchard started his career at Wells Fargo Bank.
Mr. Blanchard graduated from San Diego State University with a Bachelor of Science degree in Business Administration with an emphasis in Finance. He also holds an active Series 65 license.
